Mainstream Project-Based Vouchers for Persons with Disabilities in Tarrant, Collin, Dallas, Denton, Kaufman, Rockwall and Ellis counties offered by the Dallas Housing Authority

The Federal Mainstream Voucher Program is designed to help non-elderly people with disabilities who are transitioning from institutional live independently in the community. Housing vouchers enable people with disabilities to pay up to 30% of their income to rent (SSI/SSDI included) There are two types of voucher programs. In 2022, Additional Vouchers Authorized by the CARES Act and Extraordinary Administrative Funding

  • the Mainstream Housing Choice Voucher Program (the individual holds the voucher and locates a unit that accepts the voucher

  • The Mainstream Housing Project-Based Voucher Program (the voucher is associated with the property)

  • The Housing Authority chooses to convert Choice Vouchers to Project-Based Vouchers.

For the Mainstream Housing Project-Based Voucher, tenants come into the home as a “family” (do not need to be related). The head of household has the rental agreement with the property owner. The head of household makes arrangements with the other tenants to pay their portion of the rent, if necessary. If there is a change in tenants, the DHA must be notified or the property owner will be fined.

The Dallas Housing Authority requests vouchers from the Federal government. If they are awarded Mainstream Housing Choice vouchers they may publish an announcement to solicit applications to use the vouchers (sometimes called a Request For Proposal) These announcement are made on their website or in the local newspaper. The RFP is the only official document for this project. DHA has the authority over this project and owns the schedule for this project. If you are interested in requesting conversion of a Mainstream Housing Choice Voucher to a Mainstream Housing Project-Based Voucher, you will need to contact DHA. The contacts are:

CPSH is not a member of the selection team to determine to whom the vouchers are awarded. CPSH is not the final authority on any aspect of this program.

If you have the slightest interest in applying for these housing vouchers, we suggest you work through this information in the near future. If you are in contact with a property owner who might be interested, please let them know about this opportunity. CPSH doesn’t know if these vouchers will be available after the 15 vouchers have been awarded.

  • Download the Request For Proposal (RFP)

    • DHA (Dallas Housing Authority) Page (http://www.dhadal.com/DHA/Procurements.aspx)

    • Find RFP Mainstream Project-Based Vouchers and select download on the far right.

    • On the Vendor Sign In page, on the lower left select Sign Up and fill in the fields. You’ll receive an email with sign in instructions.

    • Sign In to the Vendor Page

    • Select Download under RFP Mainstream Project-Based Vouchers.

  • Review the RFP and record all questions.

  • DHA will open and begin to evaluate proposals received on and after July 31, 2020. This RFP will remain open until DHA awards 15 Mainstream Project Based Vouchers i.e.; DHA will continue to accept proposals in response to this RFP until such time that DHA awards a sum total of 15 Mainstream Project Based Vouchers.

  • Proposals in response to this RFP must be submitted to DHA at the address listed below. Completed proposals must be submitted by mail or delivery. Respondents should provide six (6) proposal applications, one (1) clearly marked "Original" and an additional five (5) copies. Proposals must be submitted in sealed envelopes or boxes clearly marked Mainstream Housing for Persons With Disabilities and delivered to:
