Important Information
about the CPSH & Dallas Housing Authority (DHA) Voucher Project 

Thank you for your responses to the announcement that CPSH and DHA are working together to provide more vouchers to people with disabilities and property owners in North Texas. Together, we are working to provide more safe, affordable housing options for people with disabilities.
 
We would like to know your interest in applying for Mainstream Vouchers and Project-Based Vouchers through DHA in Collin, Dallas, Denton, Ellis, Kaufman, Rockwall, and Tarrant Counties for multi-family and single-family homes.  In the near future we will offering opportunities for you to learn more details about these programs offered by Dallas Housing Authority.

(DHA program with CPSH)

Mainstream Housing vouchers provided to low income households that include persons with disabilities. Mainstream helps tenants with disabilities live independently in the community.

Project-Based Vouchers (PBV) are attached to a specific unit. PBV units are rented to qualified households including persons with disabilities.

  • Property owner applies for Project-based vouchers through competitive request for proposals.
  • The applicant household applies to participate in the PBV program.

The applicant household applies to DHA during Open Enrollment seeking to participate in the Mainstream housing voucher program

The tenant is responsible for selecting suitable rental housing where the property owner agrees to accept them as a tenant and where the owner agrees to accept the housing voucher

  • DHA is responsible to inspect the selected dwelling to ensure it meets HUD Housing Quality Standards; and
  • To determine if the owners requested rent is comparable to other similar rental units in the area

The tenant is responsible for selecting a PBV rental housing where the property owner agrees to accept them as a tenant. The owner has already signed a PBV contract with DHA.

  • DHA is responsible to inspect the selected dwelling to ensure it meets HUD Housing Quality Standards; and
  • To determine if the owners requested rent is comparable to other similar rental units in the area
  • PBV property owners are under contract with DHA.

Rent:

  • Contract Rent is the Total Rent requested by the owner.
  • Tenant rent is the portion of rent to be paid by the assisted household. Tenant rent is calculated by DHA. Tenant rent is approximately 30% of monthly household adjusted income
  • Housing Assistance Payment (HAP) is the portion of rent paid by DHA, i.e., the difference between tenant rent and contract rent
  • The Mainstream housing voucher assists qualified families or households.
  • Tenants move in and pay rent as a family - household.
  • Head of household signs the Voucher and the Lease agreement.

PBV participants pay approximately 30% of their household income for rent.

Property owner and the assisted tenants must notify DHA of any change in household income and family composition (persons living in the assisted unit) within 10 days of change. Failure to notify DHA is a violation of the:

  • HUD Family Obligations which may result in termination of housing assistance (Tenant)
  • HAP Contract which may result in a repayment of HAP to DHA and termination of the HAP contract (Owner)

Property owner and the assisted tenants must notify DHA of any change in household income and family composition (persons living in the assisted unit) within 10 days of change. Failure to notify DHA is a violation of the

  • HUD Family Obligations which may result in termination of housing assistance (Tenant)
  • HAP Contract which may result in a repayment of HAP to DHA and termination of the PBV Contract (Owner)
  • The PBV assisted household may relocate to other suitable housing with continued housing assistance after residing in the PBV unit for one year; contingent on the availability of a tenant-based voucher from DHA.
  • The PBV assisted household may also relocate to other suitable housing without continued housing assistance.
  • In a PBV contract the rental housing assistance is connected to the unit.

The Mainstream Voucher assisted household may relocate to other suitable housing at the anniversary of the lease agreement, annually. Mainstream program provides tenant-based housing assistance. The assistance can move with the family.
